I presume he was referring to his not mentioning the cab originally, only the bus.

Do you want to say that all of this was concocted? 

If it was, it was an extremely risky and reckless thing for them to do- putting such a claim in Oswald's mouth. If he did something else, what if evidence surfaced about it? And I mean more than the Roger Craig story. What if a picture surfaced of him being somewhere else with somebody else? What if witnesses surfaced who could decisively place Oswald somewhere else? How would that have made the Dallas Police look? Wouldn't it have wrecked the whole case against Oswald? What would a good lawyer have done with it?

And if the case against Oswald got wrecked, where would that leave it? That JFK got murdered by some unknown person who slipped away? Would the public have bought that? Would it not have turned more attention to the possibility of a coup, a government overthrow? They needed Oswald. They desperately needed Oswald. 

So, who took it on himself to make the decision to go with the phony bus and cab story? It put the whole case in jeopardy, and thereby it put the real culprits in jeopardy, including Johnson, Hoover, etc. So, who assumed the authority to take the case in that direction, that they would fake a bus and cab ride?
