Stuart Reed, before garnering the images of Oswald being arrested at the Texas Theater, just happened to be on Elm Street where he captured two images of McWatters bus.

So, what was Stuart Reed, a guy who had a 30 year career in the Army working for the Office of Personnel Management, doing there photographing that bus? Obviously, the police must have been tailing Oswald, and Reed was with them. Police boarded McWatters bus shortly after Oswald got off of it. Then, Reed was with police again at the Texas Theater.

If that wasn't Oswald on the bus, then what was Reed doing there? Why was he photographing the bus? In the second picture, Reed must have been across the street and down Elm, farther east on Elm than was the bus. So, what was he doing there? Why was he planted there? Why at a time like that was Stuart Reed there? Answer: because Oswald was just there.
