Alright, here's the clincher. After eating lunch, Jarman went outside. And he was standing outside in front of the building until 12:20 or 12:25.

Mr. BALL - Were you on the sidewalk or curb?
Mr. JARMAN - On the sidewalk.
Mr. BALL - The sidewalk in front of the Texas School Book Depository Building?
Mr. JARMAN - Yes, sir.
Mr. BALL - How long did you stand there?
Mr. JARMAN - Well, until about 12:20, between 12:20 and 12:25.
Mr. BALL - Who do you remember was standing near you that worked with you in the Book Depository?
Mr. JARMAN - Harold Norman and Charles Givens and Daniel Arce.

And that's when he and Norman got the bright idea to go up to the 5th floor to watch it from the window. So, they walked down the length of Houston Street and around the building to reenter through the back door. That is NOT when Oswald saw them. He saw them earlier when he was eating his lunch in the domino room, and they came in to get their lunches. He never said he ate with them. He didn't eat with anybody- even on a good day. He ate alone. But, he cited them as having been around.

There is no reason to think that Oswald would have seen them during their trek to the 5th floor. There is no reason to think that Oswald was in the domino room as late as that. Even if he was, he wouldn't have seen them, but he wasn't. While they were traveling from the front to the 5th floor, Oswald was making his way to the doorway-- if he was not already there.
